Administrative changes to the DoD 5105.38-M "Security Assistance Management Manual,": dated October 3, 2003 (DSCA 04-28) [SAMM E-Change 17]

DSCA reissued the DoD 5105.38-M "Security Assistance Management Manual (SAMM)," on October 3, 2003. Attached is a set of changes that provide administrative update sand corrections to the document.

    Combined Exercise Support to NATO Countries

    Mandatory for LOAs associated with a combined exercise.

    Mandatory for Amendments and Modifications associated with a combined exercise f the note was previously not included on the LOA.

    "This LOA provides defense articles and/or services to the purchaser to support its participation in (insert name of exercise. E.g. Red Flag, Cope Thunder), a combined exercise. Claims arising out of combined exercise activities shall be dealt with under Article VIII of the NATO SOFA.

  3. Chapter 9
    1. Table C9.T6. - Condition Number 2 is replaced in its entirety to reflect changes in the Defense Federal Acquisition Regulation Supplement (DFARS).

      Less than 50% of the project or contract materials or supplies are exempt from the Balance of Payments requirements under the DFARS 225.7501 (reference (al)).

    2. b. Subparagraph C9.7.4.1.3. is amended to add the phrase highlighted below:

      C9.7.4.1.3. Types of Items. DCCs are intended for the procurement of non-standard items (items that do not have a national stock number (NSN) and cannot be procured by MILDEPs/Defense Agencies). Exceptions may be requested from DSCA with written justification.

  4. Appendix 1, Nonrecurring Cost Recoupment Charges for Major Defense Equipment, has been updated with a number of new entries for approved nonrecurring cost (NC) charges and replaced in its entirety.
  5. Appendix 4, Generic Codes, - the following air launched missiles: Corporal, Sparrow, Matador, and AMRAAM were added to reflect the complete list of Air Launched Missiles. They were inadvertently omitted in the original publication. The appendix is replaced in its entirety.
