Reference (a) provided FY 2006 and reference (b) provided FY 2005 severability procedures for the Counter Terrorism Fellowship Program. Attached provides updated guidance for the FY 2007 for the Regional Defense Combating Terrorism Fellowship Program (formerly the Regional Defense Counter Terrorism Fellowship Program). These procedures have been coordinated with general counsel and are effective immediately.

FUNDING PROCEDURES FOR REGIONAL DEFENSE COMBATING
TERRORISM FELLOWSHIP PROGRAM COURSES
THAT CROSS FISCAL YEARS

The following procedures apply to foreign student training funded under the Regional Defense Combating Terrorism Fellowship Program (formerly the Regional Defense Counter Terrorism Fellowship Program) pursuant to the authority of 10 U.S.C. § 2249c. Section 1204 of the Defense Authorization Act, FY2007 (P.L. 109-364, dated October17, 2006), amended 10 U.S.C. § 2249c to authorize amounts available for the Regional Defense Combating Terrorism Fellowship Program in a fiscal year to fund programs that begin in that fiscal year but end in the next fiscal year. Costs of a program or course that crosses a fiscal year include costs for travel and living allowances (TLA) for foreign students and faculty/staff travel and per diem.

Should the situation occur where program or course costs begin in one fiscal year and continue through the next (second) fiscal year into a subsequent (third) fiscal year, the original funding can only pay course costs through the end of the second fiscal year. Costs of the third year must be paid from funds current at that time.

DSCA policy for fiscal year 2007 is that travel and living allowances will continue to be severed. In addition, course costs for the Navy Postgraduate School 699 Masters Degree program and the Counterterrorism Fellows Program at the National Defense University will continue to be severed for fiscal year 2007. Beginning in fiscal year 2008, no course costs or TLA will be severed.
