SUBJECT :

New Mandatory Note for Controlled Cryptographic Items (CCI) in Chapter 5, Table C5.T5. of the Security Assistance Management Manual (SAMM) (DSCA 08-31) [SAMM E-Change 118]

This memorandum revises Chapter 5, Table C5.T5., of the SAMM by adding a new standard security and accountability note for Letter of Offer and Acceptance (LOA) documents transferring Controlled Cryptographic Items (CCI). This note should be added to LOA documents that are being amended or modified; however, there is no need to amend or modify the LOA document only to add this note.

The guidance in this memorandum is effective 30 days from the date of signature. This change will be included in the automated version of the SAMM found on the Defense Security Cooperation Agency (DSCA) Web Page as SAMM E-Change 118. If you have any questions concerning requirements for CCI, please contact Mr. Daniel Beam, Foreign Military Sales Division, National Security Agency, at 301-688-5031 or email: d.beam@radium.ncsc.mil. For questions relating to the SAMM, please contact Mr. Mike Slack, DSCA/STR-POL, at 703-601-3842 or e-mail: michael.slack@dsca.mil.

Controlled Cryptographic Item (CCI)

Note Usage
A CCI is secure telecommunications or information handling equipment or associated cryptographic item which is unclassified but controlled. It requires release authority and approval for sale and transfer from the National Security Agency (NSA), DP23 Foreign Military Sales and Export Review Office, before release to purchaser country or alliance. Mandatory for LOAs that include CCI. Mandatory for Amendments and Modifications that add CCI. Application Responsibility: Case Writing Division
Note Text
"Unkeyed Controlled Cryptographic Item (CCI) equipment and components may be transported within the continental United States by any means that provide continuous accountability and protection against losses and unauthorized access while in transit; i.e., constant surveillance system, signature service required. For transportation to an overseas location, Communication Security (COMSEC) items must be handled via COMSEC accounting channels, and shipped via a security-cleared freight forwarder to the customer's National Distribution Authority (NDA). COMSEC items must be transferred from COMSEC account to COMSEC account. CCI equipment and components will be stored in a manner that ensures protection against losses and unauthorized access and that maintains accounting integrity."
