SUBJECT :

NATO Agencies Reform, DSCA Policy 12-35

As a result of a NATO Agencies Reform initiative, effective July 1, 2012, the NATO Maintenance and Supply Organization (NAMSO), the Central European Pipeline Management Organization (CEPMO), and NATO Airlift Management Organization (NAMO) and their respective executive agencies, including the NATO Maintenance and Supply Agency (NAMSA), will be subsumed into the NATO Supply Organization (NSPO) and a new executive agency, the NATO Supply Agency (NSPA). However, portions of the former charters will be retained until U.S. law and regulation can be changed to reflect the new NATO structure. Retention of portions of the prior charters is necessary to allow continuation of legislatively defined cost waivers and certain Weapon System Partnership (WSP) activities, including approval of post-production phase changes for certain WSP agreements, as the applicable U.S. law currently identifies NAMSO and NAMSA by name. Implementing Agencies should be aware of the change to NSPA but should respond to Letters of Request from NSPA using the Security Cooperation Customer Codes (SCC Codes) and names currently assigned to NAMSA programs in Security Assistance Management Manual (SAMM) Table C4.T2C. DSCA will issue a DSCA Policy memo when the necessary legislative and regulatory changes have been made. At that time, SCC Codes will be revised and assigned to reflect the new organization.

If you have questions regarding this policy, please contact CAPT Andrew Mueck, DSCA/OPS/EAF, at (703) 601-3674 or e-mail: andrew.mueck@dsca.mil. If you have questions regarding the SAMM, please contact Mr. Mike Slack, DSCA/STR/POL, at (703) 601-3842 or e-mail: michael.slack@dsca.mil. Implementing Agencies should disseminate this policy to supporting activities.
