Revision of Standard Letter of Offer and Acceptance (LOA) Note for Cases that include AIM-9X (DSCA 13-44) [SAMM E-Change 231]]

This memorandum updates Appendix 6 of the Security Assistance Management Manual (SAMM) with the following changes to the standard Enhanced End-Use Monitoring note "Air Intercept Missile-9X (AIM-9X); Category III Missile."

  • All three references to the "SATM" in the Note Usage section should be revised to read "NATM," the proper designation for the special air training missile.

  • Section 1 of the Note Text should also be revised to add a reference to the NATM as follows: "...for the Tactical Captive Air Training Missile (CATM), and Special Air Training Missile (NATM) are accorded..."

  • Finally, section 2 is revised to add the text below as paragraph b. The current paragraph 2.b. is renumbered as 2.c.

    1. All non-combat firings of AIM-9X missiles must be witnessed and verified by serial number by U.S. Government personnel. The purchaser will notify the U.S. Government through the SCO at least 45 days prior to all live firings and will provide formal documentation of all expenditures within 60 days after the event. The revised note will be used on all future Foreign Military Sales LOAs that include, or Amendments that add, AIM-9X missiles, Guidance Units (GU), Captive Air Training Missiles (CATM), and Special Air Training Missiles (NATM). The revised note will also be mandatory for Amendments that add no additional AIM-9X missiles, Gus, CATMS, or NATMs if the note on the current implemented version of the case varies from this text.

This change is effective immediately and will be included in the automated version of the SAMM found on the Defense Security Cooperation Agency (DSCA) Web Page as SAMM E-Change 231.
