Assignment of Program Code "J4" to track Fiscal Year (FY) 2014 Funds Provided for Section 1203 - East Africa and "J5" to track Fiscal Year (FY) 2014 Funds Provided for Section 1203 - Yemen, DSCA Policy 14-02 [SAMM E-Change 245]

Effective immediately, Program Code "J4" is assigned to track and execute FY14 funds provided for Section 1203 programs for East Africa and "J5" is assigned to track and execute FY 14 funds provided for Section 1203 programs for Yemen. The management and execution of these programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15 and operates similar to Section 1207(n) of the FY12 NDAA.

The SAMM Table C4.T2, Country and International Organization Codes and FMS Eligibility, is updated as follows:

Appropriations available for J4 and J5 Letters of Offer and Acceptance (LOAs) are recorded in the SAMM, Table C15.T2. The Appropriation Authority column will be cited on each J4 and J5 LOA in the Funds Expiration, Purpose, Availability, and Amount note. FY14 funds expire for new obligations in compliance with the terms of the appropriation authority. The authorities funded by the Defense-Wide Operation and Maintenance Appropriation, which have a one-year period of availability for new obligations and may be expended in either the current or subsequent fiscal year. All projects must be completed before the funds' cancellation date.
