Assignment of Program Code "V8" to track Fiscal Year (FY) 2015 Economic Support Fund (ESF) programs, Defense Security Cooperation Agency (DSCA) Policy 16-56 [SAMM E-Change 329]

Effective immediately, Program Code "V8" is assigned to track FY 2015 funds provided to conduct or support a program or programs under the Economic Support Fund (ESF). Division J of the Consolidated and Further Continuing Appropriations Act, 2015 (P.L. 113-325) provides funding for this authority through September 30, 2021 if the funds are initially obligated by September 30, 2016. Management and execution of FY 2015 ESF (V8) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The SAMM Table C4.T2, Country and International Organization Codes and FMS Eligibility, is updated as follows:

The appropriation available for V8 Letters of Offer and Acceptance (LOAs) is recorded in the SAMM, Table C15.T2, Appropriation Authority column, and shall be cited on each V8 LOA in the Funds Expiration, Purpose, Availability, and Amount note.

Instructions for preparation of V8 LOA documents are found in the SAMM, Table C15.3. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with V8 LOAs will be fully expended and V8 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
