Assignment of Program Code "R9" to track Fiscal Year (FY) 2017 Funds Provided for the Coalition Readiness Support Program (CRSP), DSCA Policy 16-65 [SAMM E-Change 336]

Effective immediately, Program Code "R9" is assigned to track FY 2017 Defense-wide, Operation and Maintenance funds provided to conduct or support a program or programs under the Coalition Readiness Support Program (CRSP). Funds are provided under Division C, "Continuing Appropriations Act, 2017", of the Continuing Appropriations and Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2017, and Zika Response and Preparedness Act (P.L. 114-223) and will remain available until December 9, 2016.

Once the National Defense Authorization Act, 2017 and the full-year appropriations act is issued, this memorandum, to include the instructions for preparing R9 cases and Letter of Offer and Acceptance (LOA) notes, will be revised to cite the appropriate public laws. All implemented cases should be modified prior to case closure to replace this appropriations authority with the full-year appropriations legislation. Management and execution of FY 2017 CRSP (R9) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

Instructions for preparation of R9 LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with R9 LOAs will be fully expended and R9 cases will be reconciled and closed two months before the funds cancellation date.
