Assignment of Program Code "Z4" to track Fiscal Year (FY) 2017 /18 Funds Provided for the Syria Train and Equip Program, Defense Security Cooperation Agency (DSCA) Policy 17-01 [SAMM E-Change 343]

Effective immediately, Program Code "Z4" is assigned to track FY 2017/18 Overseas Contingency Operations (OCO) funds provided to conduct or support the Syria Train and Equip Program or programs. The Syria Train and Equip Program was authorized by Section 1209 of the National Defense Authorization Act (NOAA) for 2015 (PL 113-291), as amended. Funding for the Syria Train and Equip Program is provided by the FY 2017/2018 Counterterrorism Partnership Fund (CTPF), as appropriated under the heading "Counterterrorism Partnerships Fund" in the Further Continuing and Security Assistance Appropriations Act, 2017 (PL 114-254).

Section 1209 authorizes the Secretary of Defense to provide assistance, including training, equipment, supplies, stipends, construction of training and associated facilities, and sustainment, to appropriately vetted elements of the Syrian opposition and other appropriately vetted Syrian groups and individuals. FY 2017 Continuing Resolution (CR) OCO funds authorized for execution of the Syria Train and Equip Program are available for obligation until April 28, 2017. Upon passage of another CR or a permanent FY17 appropriation act, this memorandum, to include the instructions for preparing Z4 cases and Letter of Offer and Acceptance (LOA) notes, will be revised to cite the appropriate public laws. All implemented cases, to include case notes, will also need to be modified prior to case closure to reflect the appropriate public laws. Management and execution of FY 2017 (Z4) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The appropriation available for Z4 Letters of Offer and Acceptance (LO As) is recorded in the SAMM, Table C15.T2, Appropriation Authority column, and shall be cited on each Z4 LOA in the Funds Expiration, Purpose, Availability, and Amount note.

Instructions for preparation of Z4 LOA documents are found in the SAMM, Table C15.3. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with Z4 LOAs will be fully expended and Z4 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
