Revision of Section 2.2 of Letter of Offer and Acceptance Standard Terms and Conditions, DSCA Policy 17-08 [SAMM E-Change 333]
This memorandum provides notification of a revision to Condition 2.2. of the Letter of Offer and Acceptance (LOA) Standard Terms and Conditions (STCs) to address a requirement of the Department of State to reflect purchaser acknowledgment of its obligations under International Humanitarian Law and Human Rights Law.
Condition 2.2 will be revised with the addition of the following as the initial sentence: "The purchaser notes its obligations under International Humanitarian Law and Human Rights Law."
The Defense Security Assistance Management System (DSAMS) and Figure C5.F4 of the SAMM will be updated to reflect this addition effective March 11, 2017. If the Case Writing Division (CWD) Approval Milestone date in DSAMS is on or after the effective date of this memorandum, DSAMS will print the LOA with the updated version of the STCs. If the CWD Approval Milestone date precedes the effective date, DSAMS will print the LOA with the old STCs.
