Update of Program Code "C4" to track Fiscal Year (FY) 2012, 2013, 2014, 2015, 2016 Funds Provided for International Narcotics Control and Law Enforcement (INCLE), DSCA Policy 18-05 [SAMM E-Change 355]

Effective immediately, Program Code "C4" is updated to track FY 2012, 2013, 2014, 2015, and 2016 funds provided for the International Narcotics Control and Law Enforcement (INCLE) program. Funds were provided by Division I, Consolidated Appropriations Act, 2012, Division F, Further Continuing Appropriations Act, 2013(P.L. 113-6), Division K Department of State, Foreign Operations and Related Programs Appropriation Act, 2014 (P.L.113-76), Division J of the Department of State, Foreign Operations and Related Programs, Appropriations Act, 2015 (P.L. 113-235) and Division K-Department of State, Foreign Operations and Related Programs Appropriation Act, 2016 (P.L.114-113). The funds were obligated via Diplomatic Note Agreements during the funds' period of availability. A copy of the Diplomatic Note Agreement for the particular country involved should be included in the case file. Management and execution of "C4" programs should comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The appropriation available for "C4" Letter of Offer and Acceptance (LOAs) is recorded in the SAMM, Table C15.T2, Appropriation Authority column, and must be cited on each "C4" LOA in the Funds Expiration, Purpose, Availability, and Amount note.

Instructions for preparation of "C4" LOA documents are found in the SAMM, Table C15.5. Funding associated with "C4" LOAs will be fully expended and "C4" cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
