Assignment of Program Code "P9" to track Fiscal Year (FY) 2018/2019 Overseas Contingency Operations (OCO) Funding Provided for Peacekeeping Operations (PKO), DSCA Policy 18-21 [SAMM E-Change 381]

Effective immediately, Program Code "P9" is assigned to track FY 2018/2019 OCO funds provided for Peacekeeping Operations (PKO). Funds were provided by Division D of the Continuing Appropriations Act, 2018 (P.L. 115-56) and obligated via transfer from the Department of State to the Defense Security Cooperation Agency via signature of Interagency Agreement S1234514Y0003-18003 on March 22, 2018. Funds are available for reprogramming until September 30, 2023.

Management and execution of FY 2018/2019 "P9" programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The SAMM Table C4.T2B, Security Cooperation (SC) Customer and Regional Codes and FMS Eligibility, is updated as follows:

The appropriation available for "P9" Letter of Offer and Acceptance (LOAs) is recorded in the SAMM, Table C15.T2, Appropriation Authority column, and shall be cited on each "P9" LOA in the Funds Expiration, Purpose, Availability, and Amount note.

Instructions for preparation of "P9" LOA documents are found in the SAMM, Table C15.5. Funding associated with "P9" LOAs will be fully expended and "P9" cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
