Security Assistance Management Manual (SAMM), Administrative Changes, Defense Security Cooperation Agency (DSCA) Policy 18-40, [SAMM E-Change 392]

This memorandum updates the SAMM with clerical and administrative changes. This memorandum does not contain contextual policy changes. DSCA will issue contextual changes to the SAMM under a separate policy memo/SAMM E-change. These administrative changes will be included in the online version of the SAMM at http://www.samm.dsca.mil.

    National Defense Authorization Act (NDAA) for FY 2018, Section 1276 of Public Law 115-91

    Requires that excess High Mobility Multipurpose Wheeled Vehicles (HMMWVs) must be refurbished and modernized before they are transferred to a foreign country for the purpose of operation by that country, unless the President waives this requirement in the national interests of the United States.
