DSCA Policy Memo 25-28, Naval Small Craft Instructional and Technical Training School Costs has been posted.

This memorandum updates the SAMM and Financial Management Regulation (FMR) based on amendments to Section 1202 of the National Defense Authorization Act (NDAA) for Fiscal Year 2025 and 10 U.S. Code 352 "Naval Small Craft Instruction and Technical Training School " that provide guidance on the different funding appropriations that may be used for Naval Small Craft Instruction and Technical Training School (NAVSCIATTS) costs.

This memo adds section C10.6.3.11. Naval Small Craft Instructional and Technical Training School Costs to Chapter 10.

DSCA Policy Memo 25-05, Netherlands Update to Appendix 7, Chapter 3, Table 1 has been posted.

Effective immediately, the Security Assistance Management Manual (SAMM) is updated to remove the Unliquidated Obligations threshold for the Netherlands. SAMM Appendix 7, Chapter 3, Table 1 provides a list of countries participating in the accelerated case closure procedure.

DSCA Policy Memo 24-59 Combatant Command Oversight of Building Partner Capacity Transfer Documents has been posted.

Effective immediately, this policy memo updates SAMM Chapter 15 and Chapter 15-Legacy to require Combatant Command Oversight of Building Partner Capacity transfer documents, as required by Department of Defense Office of the Inspector General "Audit of the DoD's Management of Global Train and Equip Resources Provided to U.S. Africa Command Partner Nations (DODIG-2021-102)." Clarification is also made concerning how Title 10 and Title 22 resources are requested by the geographic Combatant Commands.
