Effective immediately, this memorandum updates the Associated Letters of Offer and Acceptance Note originally issued in reference (a). An additional template enables the required Defense Institute of International Legal Studies case for each Section 2282 tranche to reference all approved programs and countries vice all Letters of Offer and Acceptance. Mandatory for LOAs that utilize Section 2282 funds or transfer authorities that utilize the Section 2282 execution process. Mandatory for any Modifications and Amendments if not included on the basic case.

For all Defense Institute for International Legal Studies (DIILS) training cases use the following template:
"This Letter of Offer and Acceptance (LOA) provides the required respect for human rights and fundamental freedoms training for programs executed under authority of Title 10 United States Code, Section 2282. This training supports LOAs for the following Congressionally Notified programs:
[Country- Program Title],

[Country- Program Title]."
