Assignment of Program Code "R8" to track Fiscal Year (FY) 2016 Funds Provided under the Coalition Readiness Support Fund (CRSP) DSCA 16-23 [SAMM E-Change 309]

Effective immediately, Program Code "R8" is assigned to track FY 2016 Defense-wide, Operation and Maintenance funds provided to conduct or support a program or programs under CRSP. Funds provided for CRSP activities under Division C, Title IX of the Consolidated Appropriations Act, FY 2016 (Public Law (P.L.) 114-113) are available through the end of FY 2017. Section 1201 of the National Defense Authorization Act for FY 2016 (P.L. 114-92), however, authorizes these funds for program execution only through September 30, 2016. Management and execution of FY 2016 R8 programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The appropriation available for R8 Letters of Offer and Acceptance (LOAs) is recorded in the SAMM, Table C15.T2, Appropriation Authority column, and shall be cited on each R8 LOA in the Funds Expiration, Purpose, Availability, and Amount note. NOTE: This legislation does not provide cross fiscal year authority nor for full operational capability.

Instructions for preparation of R8 LOA documents are found in the SAMM, Table C15.3. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with R8 LOAs will be fully expended and R8 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
