Assignment of Program Code "W6" to track FY 2016 Funds Provided for Global Security Contingency Fund - Ukraine (GSCF-U) DSCA Policy 16-30 [SAMM E-Change 314]

Effective immediately, Program Code "W6" is assigned to track FY 2016, GSCF-U. GSCF-U is authorized by Section 1207(b) of the FY 2012, National Defense Authorization Act (NDAA) (P.L. 112-81). Section 8003(b) of the FY 2016 Department of State, Foreign Operations, and Related Programs Appropriations Act (Division K of the Consolidated Appropriations Act (P.L. 114-113)) authorizes the transfer of up to $15,000,000 appropriated and made available for the Europe and Eurasia Regional program under the heading "Foreign Military Financing (FMF)" to the FY 2016, GSCF. Those FMF Funds may only be used for programs in Europe and Eurasia identified as FY 2016, FMF Overseas Contingency Operations in the Europe and Eurasia Regional Operating Unit, which is the source of the U. S. Department of State's 20 percent contribution ($4,680,000) to the Ukraine Institutional Transformation GSCF program. Section 9014 of the Department of Defense Appropriations Act (Division C of the Consolidated Appropriations Act (P.L. 114-113) makes an additional $18,720,000 available for transfer to GSCF from funding provided to DoD for the Ukraine Security Assistance Initiative (authorized by Section 1250 of the National Defense Authorization Act for FY 2016 (P.L. 114-92). Reprogramming of abovementioned combined funds ($23,400,000) to the GSCF is authorized under Section 1250(c)(1) of the FY 2016, NDAA (P.L. 114-92). Management and execution of FY 2016, GSCF-U funds executed under FY 2016 (W6) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

Instructions for preparation of W6 LOA documents are found in the SAMM, Table C15.3. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with W6 LOAs will be fully expended and W6 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
