Assignment of Program Code "W5" to track FY 2017 Funds Provided for the Afghanistan Security Forces Fund, DSCA Policy 16-64 [SAMM E-Change 335]

Effective immediately, Program Code "W5" is assigned to track FY 2017 Afghanistan Security Forces Fund (ASFF) funds that are available to provide assistance to the security forces of Afghanistan. Funds are provided under Division C the Continuing Appropriations and Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2017, and Zika Response and Preparedness Act (P.L. 114-223) and will remain available until December 9, 2016.

Once the National Defense Authorization Act 2017 and the full-year appropriation bill are issued, this memorandum, to include the instructions for preparing W5 cases and Letter of Offer and Acceptance (LOA) notes, will be revised to cite the appropriate public laws. All implemented cases should be modified prior to case closure to replace this appropriations authority with the full-year appropriations legislation. Management and execution of FY 2017 ASFF (W5) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

Instructions for preparation of W5 LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with W5 LOAs will be fully expended and W5 cases will be reconciled and closed two months before the funds cancellation date.
