DSCA Policy Memo 20-56, Pre-Case Review (PCR)* Policy --- Objectives and Requirements has been posted.
In response to concerns raised by the security cooperation community and in an effort to support continuous process improvement within the FMS process, this memorandum revises the Security Assistance Management Manual (SAMM) to establish criteria for convening Pre-Case Review (PCR) meetings, previously called Pre-Countersignature Meetings (PCMs), for Letter of Offer and Acceptance (LOA) documents in development. The new policy also clarifies PCR stakeholder responsibilities, scheduling processes, and attendance requirements.
This memo revises section C5.4.12. Pre-Case Reviews (PCR) for New LOAs, and superseeds DSCA Policy 04-16, DSCA Policy 13-61, and DSCA Policy 15-44.

DSCA Policy Memo 20-78, Deputy Secretary of Defense-Directed Comprehensive Analysis of DoD Component Cost Recovery of Security Assistance Functions has been posted.
Deputy Secretary of Defense (DSD) directed the Under Secretary of Defense for Policy (USDP) to perform a comprehensive analysis of Security Assistance functions performed by the DoD Components and determine if the Foreign Military Sales (FMS) administrative surcharge rate is adequate to allow DoD to recover all costs. To that end, DSCA requests each DoD Component perform an internal comprehensive analysis of all FMS security assistance costs from FY2014 to FY2019. Components should reach out to the DSCA/DBO/FPA representative listed below for clarification or additional guidance on costs included in the FMS administrative rate and associated SA cost recovery procedures.

DSCA Policy Memo 20-82, Update the Security Assistance Management Manual (SAMM), Appendix 4, to add new Generic Code B3A has been posted.
Effective immediately, this memorandum updates Appendix 4, Table A4.2. to add new Generic Code B3A to the Generic Code listing.
