Security Assistance Management Manual Policy Memorandum 22-70, Assignment of Program Code "NM" to track Fiscal Year 2022 One-Year Operation and Maintenance Funding Provided for 10 U.S.C. § 333, Foreign Security Forces: Authority to Build Capacity ("Section 333") Ukraine Supplemental Appropriations [SAMM E-Change 600]
Effective immediately, program code "NM" is assigned to track FY 2022 Operation and Maintenance (O&M) funds executed pursuant to 10 U.S.C. § 333, Foreign Security Forces: Authority to Build Capacity ("Section 333"). Funds are provided under Division N - Ukraine Supplemental Appropriations Act, Title III of the Consolidated Appropriations Act, 2022 (Public Law (P.L.) 117-103). The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil.
Instructions for preparation of "NM" LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "NM" LOAs will be fully expended and cases will be reconciled and closed two months before the funds cancellation date.
