Defense Security Cooperation Agency Policy Memorandum 23-18, Transfer of Animals Under Title 10 Building Partnership Capacity Authorities

 

Existing Department of Defense (DoD) policies for Title 10 Building Partner Capacity (BPC) transfers do not adequately contemplate the transfer of animals. Effective immediately, the Director, Defense Security Cooperation Agency, must review and approve all Title 10 BPC programs that transfer ownership of animals, such as military work dogs, to benefitting countries.

All requests for new Title 10 BPC programs with animal requirements must be submitted to the Office of Strategy, Plans, and Policy, Regional Programming and Program Design Directorate. The request must include a justification explaining why the proposed use of animals will advance U.S. national security and foreign policy interests and clearly establish the partner's capability to adequately care for and effectively employ the transferred animals. The request must also include a memorandum from the applicable security cooperation office that explains the planned frequency of routine end use monitoring visits to observe the partner's care and use of the transferred animals. If the DSCA Director approves a transfer of animals, the associated draft custody transfer document must include content that indicates the benefitting country's intent to provide shelter, nutrition in line with dietary requirements, and regularly scheduled veterinary care for the transferred animals.

This policy will be reviewed further and any clarifying guidance will be incorporated into the Security Assistance Management Manual (SAMM) at a future date.
