Defense Security Cooperation Policy 23-59 Memorandum, Updates to the Major Non-North Atlantic Treaty Organization Allies Security Assistance Management Manual Entries. [SAMM E-Change 654].

Effective immediately, the Security Assistance Management Manual (SAMM) is updated to ensure the list of Major Non-North Atlantic Treaty Organization (NATO) Allies (MNNAs) is current as designated in accordance with 22 U.S.C. 2321k, and 22 U.S.C. 2403. This will update the SAMM glossary to list the MNNA countries and add the Department of State, Bureau of Political-Military Affairs Major Non-NATO Ally Status Fact Sheet reference. All mentions of MNNAs in the SAMM will include a hyperlink to the SAMM glossary instead of listing countries. The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil/.

  1. Revise Glossary per below:

    Current wording:

    Major Non-NATO Allies

    Designated as Argentina, Australia, Bahrain, Egypt, Israel, Japan, Jordan, Kuwait, Morocco, New Zealand, Pakistan, Philippines, Republic of Korea, Taiwan, and Thailand [Sec. 517, FAA].

    Revised wording:

    Major Non-North Atlantic Treaty Organization (NATO) Allies (MNNA)

    Currently 18 countries are designated as MNNAs under 22 U.S.C. 2321k and 10 U.S.C. 2350a:

    Argentina, Australia, Bahrain, Brazil, Colombia, Egypt, Israel, Japan, Jordan, Kuwait, Morocco, New Zealand, Pakistan, Philippines, Qatar, South Korea, Thailand, and Tunisia.

    In addition, P.L. 107-228 provides Taiwan shall be treated as an MNNA, without formal designation as such.

  2. Revise Section C4.4.9. per below:

    Current wording:

    C4.4.9. M-833 and Comparable Depleted Uranium Rounds. FAA, section 620J (22 U.S.C. 2378a) allows the sale of M-833 depleted uranium ammunition and comparable anti-tank rounds containing a depleted uranium penetrating component to NATO member countries, major non-NATO allies, Taiwan, and countries for which a Presidential national security interest determination has been completed. Such a determination (Presidential Determination No. 94-37 of July 19, 1994) has been completed for the M-833 round for Bahrain and Saudi Arabia and the M-829 round for Saudi Arabia and Kuwait.
