Defense Security Cooperation Policy Memorandum 24-78, Assignment of Semi-Permanent Program Code "FW" for Section 1208 of the National Defense Authorization Act of Fiscal Year 2023, Security Cooperation Programs to Advance Women, Peace, and Security, and to Track Funding Beginning in Fiscal Years 24/25 to Support the Building Partner Capacity Long Term Solution [SAMM E-Change 722]
The semi-permanent program code "FW" is assigned to track funds under the authority of section 1208 of the National Defense Authorization Act of Fiscal Year 2023 (Section 1208) ("Women, Peace, and Security"). The program code supports the Building Partner Capacity Long Term Solution. Additionally, P.L. 118-47, Further Consolidated Appropriations Act, 2024, Division F, authorizes two-year Operations and Maintenance funding. The policy in the attachment is incorporated into the DSCA Security Assistance Management manual (SAMM) at https://samm.dsca.mil.
Instructions for preparation of "FW" grant training programs will be provided along with the rest of the Building Partner Capacity Long Term Solution Guidance in the SAMM.
