Defense Security Cooperation Agency Policy Memorandum 25-91, Updates to Eligibility for Expanded International Military Education and Training Certification [SAMM E-Change 788]
This memorandum updates the Security Assistance Management Manual (SAMM) to decrease the frequency of DSCA review and certification of Expanded International Military Education and Training (E-IMET) courses and clarifies the description of E-IMET objectives to improve consistency with the Foreign Assistance Act, Section 541 (22 U.S.C. 2347).
Existing SAMM guidance requires previously certified E-IMET courses that have 100 percent E-IMET content to be recertified at five-year intervals and courses with less than 100 percent to be recertified every three years. The updated SAMM guidance requires all E-MET courses to be recertified every five years.

Updates to Eligibility for Expanded International Military Education and Training Certification
Update SAMM Section C10.6.3.2. "Expanded International Military Education and Training" to:

C10.6.3.2. Expanded International Military Education and Training. Expanded IMET (E-IMET) is a special category of training and education within the IMET authority. Under the authorization for E-IMET, military and civilian personnel are trained in managing and administering military establishments and budgets; in promoting civilian control of the military; and in creating and maintaining effective military justice systems and military codes of conduct in accordance with internationally recognized human rights. E-IMET objectives include contributing to responsible defense resource management; fostering greater respect for and understanding of the principle of civilian control of the military democracy and civilian rule of law, including the principle of civilian control of the military; contributing to cooperation between military and law enforcement personnel with respect to counternarcotics law enforcement efforts; and improving the military justice systems and procedures in accordance with and promoting an awareness and understanding of internationally recognized human rights.
C10.6.3.2.1. Based on a determination of curriculum content by the DSCA (DSCU/IMTE), in collaboration with Department of State, Bureau of Political-Military Affairs, Office of Security Assistance (State (PM/SA)) where appropriate, courses that meet one or all of the objectives in Section C10.6.3.2., may be certified as an E-IMET course. The process and format to request certification or recertification of E-IMET courses or programs are detailed in Figure C10.F3. and the templates can be found in the Security Cooperation Training Management System (SC-TMS) under the "Forms" tab. A list of approved E-IMET courses can be found on the Security Assistance Network Web (SANweb)/ Security Cooperation Training Management System (SC-TMS)/ Training Military Articles and Services List (T-MASL).
C10.6.3.2.3. When countries are restricted by law or policy to E-IMET assistance only, English Language Training (ELT) and support, such as language labs, qualify as an E-IMET course. Military and related civilian personnel from countries whose IMET programs are restricted to E-IMET may only:
- Participate in stand-alone ELT,
- Receive English language support through the IMET program, or
- Participate in preparatory ELT associated with other E-IMET courses.

Request for Certification or Re-Certification of E-IMET Expanded International Military Education and Training Courses
I. Process:
The Schoolhouse should electronically provide the Service's point of contact (POC) (typically the Training Policy POC) the required information using the attached format. For Expanded International Military and Education Training (IMET) (E-IMET) course recertification, the schoolhouse should state when (Month/Year) the course/program was last certified or recertified by DSCA.
The Service reviews the submission. If the Service agrees/endorses the submission, forward the schoolhouse-provided documentation and a memorandum endorsing the request submission electronically to DSCA (Defense Security Cooperation University, International Military Training and Education Division (DSCU/IMTE)) the school house provided documentation and a memorandum endorsing the request.
For each Expanded International Military Education and Training (E-IMET) course request forwarded to DSCA, state:
- Service review indicates that the course/program does NOT duplicate another E-IMET course/program.
- Service review indicates that the course/program is not technical or functional in nature, and the course content and instruction contain, at a minimum, 51percent IMET objectives.
- The Service has reviewed and concurs with the proposed course / program for E-IMET eligibility for the following categories of students, i.e., officers ONLY, civilians ONLY, BOTH officers and civilians, etc.
- The Service has reviewed and concurs that the course content and instruction contain greater than 50 percent E-IMET objectives.
- For re-certifications, be sure to state when (Month/Year) the course/program was last certified or recertified by DSCA.
DSCA will conduct a final review of the Service's package, inform the Services of the final decision, and record the certification or recertification approval in Defense Security Assistance Management Systems (DSAMS). Once the approval is recorded in DSAMS, the list of E-IMET approved courses will be automatically recorded updated and can be downloaded from DSAMS and Security Assistance Network Web (SANweb)/Security Cooperation Training Management System (SAN/SC-TMS).
II. Criteria For Expanded International Military Education And Training E-IMET Course Eligibility
A special category of training and education within the International Military Education and Training (IMET) authority is known as E-IMET. Consistent with section 541 of the Foreign Assistance Act (FAA) (22 U.S.C. 2347), courses that fulfill the following purposes are categorized as E-IMET. Eligibility is based on DSCA's determination that greater than 50 percent at least 51 percent of the curriculum content meet the listed objectives:
- Contribute to responsible defense resource management (DRM) and administering military establishments and budgets;
- Fostering greater respect for and understanding of the principle of civilian control of the Military (CCM); contribute to cooperation between military and law enforcement personnel with respect to counter-narcotics law enforcement efforts;
- Contribute to cooperation between military and law enforcement personnel with respect to counternarcotics law enforcement efforts (CN/LE); Creating, implementing and maintaining effective military judicial systems and procedures, and military codes of conduct, in accordance with internationally recognized human rights
- Improved military justice systems and procedures in accordance with internationally Recognized Human Rights (MJ/HR).
III. General Format For Expanded International Military Education And Training E-IMET Course Eligibility Request Documentation
Keeping-in mind the overarching E-IMET program objectives listed above, prepare course synopsis and eligibility justification covering the following:
- Background, Course description and objectives
- Course duration; class size (number of participants)
- Type of course; e.g., Continental United States (CONUS) residence course; Mobile Education Team (MET)/Mobile Training Team (MTT)
- Intended International Audience (e.g., mix of Ministry of Defense (MoD) military and civilian members assigned to positions with specific type of duties and responsibilities)
- Total instructional hours for the course
- Any duplication of other existing E-IMET course(s)
Justification for E-IMET eligibility must clearly show how MORE THAN 50 percent at least 51% of the course's content fulfills one or more of the four objectives listed in section II above. Justification language must show that the overall course's content and its modules directly and specifically addresses the objective(s). Generalization to correlate course's topic(s) to the objective(s) is not sufficient to justify eligibility.
Prepare course instruction and schedule for each day of the course. For a longer course such as a graduate Master's degree program there should be instruction and schedule for each unit/topic/module of the course. For each course's module, determine and note the applicable E-IMET objective(s) and percentage. The completed package should reflect the total E-IMET instruction hours for the course, and E-IMET percentage of total course's instructional hours.

Mobile Education Team (MET) course: METs are often tailored to meet the country/attendee's unique needs. In order for a MET to be E-IMET eligible on its own merits, more than 50 percent at least 51% of the MET's core portion (fixed/non-tailored portion of the course) must contain E-IMET material.

Training funded under the International Military Education and Training (IMET) program to the following four objectives: proper management of defense resources, improving military justice systems in accordance with internationally recognized human rights, understanding the principle of civilian control of the military, and contributing to the cooperation between police and military forces for counternarcotics law enforcement [sec.541, Foreign Assistance Act].
