Assignment of Program Code "U3" to track Fiscal Year (FY) 2015 Funds Provided for Counterterrorism Partnerships Fund (CTPF), DSCA Policy 15-22 [SAMM E-Change 278]
Effective immediately, Program Code "U3" is assigned to track FY15 funds provided by CTPF funding authority and executed via the Section 2282 process. Division C of the Consolidated and Further Continuing Appropriations Act, 2015 provides funding for this authority through September 30, 2016. This Policy Memorandum relates to a portion of the CTPF funds that will be transferred to the Section 2282 program for execution in FY15, taking on the characteristics of the Section 2282 executing authority and are only available for obligation until September 30, 2015. In FY16, the remaining CTPF funds will be transferred to Section 2282 for execution and a new program code will be issued at that time to track the execution of the FY16 funds. Management and execution of FY15 CTPF (U3) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The appropriation available for U3 Letters of Offer and Acceptance (LOAs) is recorded in the SAMM, Table C15.T2., Appropriation Authority column, and shall be cited on each U3 LOA in the Funds Expiration, Purpose, Availability, and Amount note.

Instructions for preparation of U3 LOA documents are found in the SAMM, Table C15.3. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with U3 LOAs will be fully expended and U3 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
