Security Assistance Management Manual (SAMM), Administrative Changes, DSCA Policy 15-52, [SAMM E-Change 288]

This memorandum updates the SAMM with administrative changes and includes no substantive changes. Any substantive modifications to the SAMM will be issued under a separate policy memo/SAMM E-change. These changes will be included in the online version of the SAMM at http://www.samm.dsca.mil.

Administrative Changes

  1. Figure C5.F5., Letter of Offer and Acceptance (LOA) Information Para 2, identifies International Traffic in Arms Regulations (ITAR) U.S. Munitions List (USML) Category. All references to Category XIX of the ITAR will be updated to replace "Reserved" with "Gas Turbine Engines and Associated Equipment".

  2. DoD Directive 5200.39, Critical Program Information (CPI) Identification and Protection Within Research, Development, Test, and Evaluation (RDT&E), was updated on May 28, 2015 and includes a new definition for CPI. C3.T1. Line 5, C3.6.1. and the SAMM Glossary will use the new definition:

    "U.S. capability elements that contribute to the warfighters' technical advantage, which if compromised, undermines U.S. military preeminence. U.S. capability elements may include, but are not limited to, software algorithms and specific hardware residing on the system, its training equipment, or maintenance support equipment."

  3. DoD's Humanitarian Demining Training Center is now located at Fort Lee, Virginia. C12.8.4.4. HMA Program Activities will be amended to replace "Fort Leonard Wood, Missouri" with "Fort Lee, Virginia".

  4. C4.3.12. All references to "Executive Order 12958" will be amended to "Executive Order 13526".

  5. C10.17.13.1. MILDEP Academy Programs and C10.17.13.2. Cadet Semester Exchange Abroad Program (C-SEAP) are independent programs, rather than parts of Section 1004 - Counter-Drug Training Support (CDTS). C10.17.13.1. and C10.17.13.2. will be renumbered as C10.17.14. and C.10.17.15. All following programs listed in C10.17. will be renumbered sequentially.
