Referenced memo incorrectly cites the United States-Jordan Defense Cooperation Act of 2015 as Public Law 114-124. The correct number is PL 114-123.

The memo correctly states that PL 114-123 authorizes waiver of quality assurance, inspection, contract administration, audit and catalog service costs under Section 21(h) for Jordan. This authority expires February 18, 2019. To clarify, however, the waiver of charges for Contract Administrative Services (CAS) is not automatic. PL 114-123 makes Jordan eligible for waiver of CAS elements under the terms available to the NATO+five countries, which include an agreement to provide such services on a reciprocal basis, without charge, to the United States Government. Such agreements with Jordan have not yet been concluded. If and when they are, a separate policy memo will be issued and SAMM C9.T5 will be updated.
