Assignment of Program Code "7C" to track Fiscal Year (FY) 2017/18 Overseas Contingency Operations Funds Provided for Security Cooperation programs and activities supporting foreign partners executed pursuant to the Section 333 Build the Capacity of Foreign Security Forces Program, DSCA Policy 17-41 [SAMM E-Change 371]

Effective immediately, Program Code "7C" is assigned to track FY 2017/18 Security Cooperation Overseas Contingency Operations (OCO) funds provided by Division C of the Consolidated Appropriations Act, FY 2017 to be executed under the authority of Section 333 of title 10, United States Code. Funding to conduct or support a program or programs under the section 333 authority is available through September 30, 2018. Management and execution of FY 2017/18 (7C) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

Instructions for preparation of 7C LOA documents are found in the SAMM, Table C15.3. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with 7C LOAs will be fully expended and 7C cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
