Assignment of Program Code "P8" to track Fiscal Year (FY) 2018 Funds Provided for Peacekeeping Operations (PKO), DSCA Policy 18-01 [SAMM E-Change 346]

Effective immediately, Program Code "P8" is assigned to track FY 2018 funds provided for Peacekeeping Operations (PKO). Funds were provided by the Continuing Appropriations Act, 2018 (Div. A, P.L. 115-90) (FY 2018 CR) and obligated via transfer from the Department of State to the Defense Security Cooperation Agency via signature of a 632(b) Memorandum of Agreement on January 8, 2018. Funds are available for reprogramming and expenditure until September 30, 2022.

Once an appropriations bill is enacted, the instructions for preparing "P8" Letter of Offer and Acceptance (LOA), case notes and the Security Assistance Management Manual (SAMM) will be revised to cite the appropriate public law. All implemented cases should be modified prior to case closure to reflect the full-year appropriation legislation.

Management and execution of FY 2018 "P8" programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The SAMM Table C4.T2B, Security Cooperation (SC) Customer and Regional Codes and FMS Eligibility, is updated as follows:

Instructions for preparation of "P8" LOA documents are found in the SAMM, Table C15.5. Funding associated with "P8" LOAs will be fully expended and "P8" cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
