Assignment of Program Code "Q8" to track Fiscal Year (FY) 2018 Funds Global Peacekeeping Operations Initiative (GPOI), DSCA Policy 18-49 [SAMM E-Change 399]
Effective immediately, Program Code Q8 is assigned to track FY 2018 Global Peacekeeping Operations Initiative (GPOI) programs. Division K, Title IV, Consolidated Appropriations Act, 2018 (P .L. 115-141) makes funding available under this authority for initial obligation until September 30, 2018. Section 7011 of this Title makes such funds available for re-obligation/de-obligation through September 30, 2022 if the funds are initially obligated by September 30, 2018. Management and execution of FY 2018 GPOI programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The appropriation available for Q8 Letter of Offer and Acceptance (LOAs) is recorded in the SAMM, Table C15.T2, Appropriation Authority column, and must be cited on each "Q8" LOA in the Funds Expiration, Purpose, Availability, and Amount note.

Instructions for preparation of "Q8" LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing, Funding associated with Q8 LOAs will be fully expended and Q8 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
