Rescinding DSCA Policy 18-47 on Prior Coordination of Price & Availability (P&A) Responses with Contractors, DSCA Policy 18-64 [SAMM E-Change 413]

Section 1297(b) of the National Defense Authorization Act for Fiscal Year 2017 required the Department of Defense to establish a process for contractors to provide input, feedback, and adjudication of price and availability (P&A) data prior to delivery to a potential foreign customer. Referenced policy was an effort to meet this requirement.

The initial attempt to implement the policy revealed potential negative consequences of the approach that had not been identified in the coordination process. Effective immediately, the policy and implementing changes to the Security Assistance Management Manual are rescinded pending further review. Over the next 120 days, DSCA will lead a reassessment of options for responding to the requirements of Section 1297(b).
