Assignment of Program Code "CQ" to track Fiscal Year (FY) 2019/2020 Operation and Maintenance Funds Provided for Southeast Asia Maritime Security Initiative (MSI), DSCA Policy 19-49 [SAMM E-Change 452]
Effective immediately, Program Code "CQ" is assigned to track FY 2019/2020 funds provided to conduct or support programs utilizing the authority provided by section 1263 of the FY 2016 National Defense Authorization Act (NDAA) (Public Law (P.L.) 114-92), as amended by section 1289 of the NDAA for FY 2017 (P.L. 114-328) and section 1252 of the NDAA for FY 2019 (P.L. 115-232) re-designating the authority as "the Indo-Pacific Maritime Security Initiative" (MSI)). Funds are provided under Division A of the Continuing Appropriations, 2020, and Health Extenders Act of 2019 (P.L. 116-59) and will remain available for obligation until November 21, 2019.
Once the National Defense Authorization Act (NDAA) for FY 2020 and the full-year appropriations bill are issued, the instructions for preparing CQ cases and Letter of Offer and Acceptance (LOA) notes, and relevant Security Assistance Management Manual (SAMM) sections, will be revised to cite the appropriate public laws. All implemented cases should be modified prior to case closure to reflect the FY 2020 NDAA authorization legislation and the full-year appropriations legislation. Management and execution of FY 2020 MSI (CQ) programs will comply with guidance provided in the SAMM, Chapter 15.

Instructions for preparation of CQ LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with CQ LOAs will be fully expended and CQ cases will be reconciled and closed two months before the funds cancellation date.
