Security Assistance and International Programs Deposit Account (SAIP) Deposit Account added to the Security Assistance Accounts (SAA) Financial Statements, Defense Security Cooperation Agency (DSCA) Policy Memo 20-57

The Security Assistance and International Programs Deposit Account was established in 1978 to support the North Atlantic Treaty Organization (NATO) E-3A Program deposit account. Subsequently, additional activities have used this account in the reference, Appendix E, DoD IG SAIP Audit Report.

Currently, the SAIP Deposit Account is not part of the SAA Financial Statements and therefore it does not comply with the requirement for all SAA activities to be reported in the SAA Financial Statements. Treasury's Federal Account Symbols and Titles (FAST) Book identifies Treasury Account Symbol 6147 as a SAIP Deposit Account assigned to the Executive Office of the President (i.e., 011X6147) authorized by 31 U.S.C. 3513. Based on Treasury's identification of the account, DSCA has confirmed the SAIP Deposit Account should be included in the SAA Financial Statements.

Effective Fiscal Year 2021, DSCA will include SAIP Deposit Account under DSCA purview of the SAA Financial Statements to report all SAA activities.
