Assignment of Program Code "DX" to track Fiscal Year (FY) 2021 Operation and Maintenance (O&M) Funding and Program Code "EO" to track FY 2021/2022 O&M funding provided for Ukraine Security Assistance Initiative (USAI), DSCA Policy 21-03 [SAMM E-Change 520]

Effective immediately, program codes "DX" and "EO" are assigned to track Ukraine Security Assistance Initiative (USAI) programs executed pursuant to Section 1235 of the National Defense Authorization Act for FY 2021 (Public Law (P.L.) 116-283). Funds for codes "DX" and "EO" are provided under Division C of the Consolidated Appropriations Act, 2021 (P.L. 116-260). Funds for code "DX" are available for obligation until September 30, 2021. Funds for code "EO" are available for obligation until September 30, 2022.

Instructions for preparation of "DX" and "EO" Building Partner Capacity (BPC) Letter of Offer and Acceptance (LOA) documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "DX" and "EO" LOAs will be fully expended and cases will be reconciled and closed two months before the funds cancellation date.
