Assignment of Program Code "ED" to Track FY 2021/2022 O&M Funds Provided for the Indo-Pacific Maritime Security Initiative (MSI), DSCA Policy 21-30 [SAMM E-Change 426]

Effective immediately, program code "ED" is assigned to track funds provided to conduct or support programs utilizing the authority provided by section 1263 of the FY 2016 National Defense Authorization Act (NDAA) (Public Law (P.L.) 114-92), as amended by section 1289 of the NDAA for FY 2017 (P.L. 114-328), section 1252 of the NDAA for FY 2019 (P.L. 115-232) re-designating the authority as "the Indo-Pacific Maritime Security Initiative"; and section 1251 of the NDAA for FY 2020 (P.L. 116-92). Funds for code "ED" are provided under Division C of the Consolidated Appropriations Act, 2021 (P.L. 116-260) and are available for obligation until September 30, 2022.

Instructions for preparation of the "ED" Building Partner Capacity (BPC) Letter of Offer and Acceptance (LOA) documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "ED" LOAs will be fully expended and cases will be reconciled and closed two months before the funds cancellation date.
