Update of Program Code "EP" to track Fiscal Year (FY) 2020/2021 Global Peacekeeping Operations (PKO) - Overseas Contingency Operations (OCO) Funds and FY2021 Global PKO Funds, DSCA Policy 21-76 [SAMM E-Change 553]

- DSCA Policy 21-47, Assignment of Program Code "EP" to track Fiscal Year (FY) 2021 Funding Provided for Peacekeeping Operations (PKO) and Global Peace Operations Initiative (GPOI), 26 October 2020
Effective immediately, program code "EP" is updated to track, in addition to FY2021 funds provided for GPOI and PKO, funds provided for all FY2020/2021 OCO and FY2021 Global PKO programs (GPOI, Global Defense Reform Program, Security Force Professionalization, etc.). The FY2020/2021 OCO funds were provided by Division G of the Department of State, Foreign Operations, and Related Programs Appropriations Act (P.L. 116-94) and obligated via transfer from the Department of State (DOS) to DSCA via signature of a Memorandum of Agreement (MOA) pursuant to section 632(b) of the Foreign Assistance Act (FAA) of 1961, as amended. FY2021 funds for Global PKO programs were appropriated in Division K of the Department of State, Foreign Operations, and Related Programs Appropriations Act (P.L. 116-260) and obligated via transfer from DOS to DSCA via signature of an MOA pursuant to section 632(b) of the FAA, as amended. Funds are available for reprogramming and expenditure until September 30, 2025, and if re-classified, would be available for expenditure until September 30, 2030.
Instructions for preparation of "EP" LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "EP" LOAs will be fully expended and "EP" cases will be reconciled and closed two months before the funds cancellation date.
