Security Assistance Management Manual Policy Memorandum 21-98, Assignment of Program Code "U9" to track Fiscal Year 2022/2023 Operation and Maintenance Funding Provided for 10 Section 332 [SAMM E-Change 569]
Effective immediately, program code "U9" is assigned to track FY 2022/2023 Operation and Maintenance (O&M) funds executed pursuant to 10 U.S.C. ยง 332. Funding is provided under the Further Consolidated Appropriations Act, 2021 (Public Law (P.L.) 117-70). Funds are available for obligation until February 18, 2022. The program code applies to funds designated for Overseas Contingency Operations (OCO) and will apply to "Enduring Base" funds as referenced in the final FY 2022 appropriations bill, once enacted.
This policy memo will not be rescinded if there is a new Continuing Resolution (CR) or full-year appropriations legislation unless such legislation imposes additional restrictions on the use or availability of OCO or "Enduring Base" funds. The program code entries in C15.T2 will be updated in the SAMM to reflect the appropriation authority information if there is another CR or a full-year appropriations legislation. The Office of Strategy, Plans & Policy, Execution Policy & Analysis Directorate will notify the DSCA Case Writing Division (CWD) of any updates to "U9" entries in C15.T2 so CWD may update the applicable case notes.
All implemented cases must be modified prior to case closure to reflect the authorization legislation and the full-year appropriations legislation. Instructions for preparation of "U9" LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "U9" LOAs will be fully expended and cases will be reconciled and closed two months before the funds cancellation date.
