Security Assistance Management Manual Policy Memorandum 21-99, Rescission of Security Assistance Management Manual Policy Memorandum 21-81 and Establishment Program Code "FN" to track Fiscal Year (FY) 2021 Funding Provided for Defense Nuclear Nonproliferation, [SAMM E-Change 571]

Effective immediately program code "FK" is rescinded and program code "FN" is assigned to track FY 2021 funds authorized for Defense Nuclear Nonproliferation by section 3101 of the FY 2021 National Defense Authorization Act (NDAA) (Public Law (P.L.) 116-283)). Funds were appropriated under Division D of the Consolidated Appropriations Act, 2021 (P.L.116-260) and obligated via an Economy Act transfer from the Department of Energy to the Defense Security Cooperation Agency on September 24, 2021. Funds are available until expended.

Instructions for preparation of "FN" LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "FN" LOAs will be fully expended and "FN" cases will be reconciled and closed two months before the funds cancellation date.
