Defense Security Cooperation Agency Policy Memorandum 22-86, Assignment of Program Code "EX" to track Fiscal Year 2022/2023/2024/2025 Four-Year Overseas Contingency Operations Funding provided for Afghanistan Security Forces Fund [SAMM E-Change 608]

 

Program code "EX" is assigned to track Fiscal Year (FY) 2022/2023/2024/2025 Afghanistan Security Forces Fund (ASFF). ASFF activities were originally authorized under the National Defense Authorization Act (NDAA) for FY 2006 (Public Law (P.L.) 109-163), as most recently amended by the NDAA for FY 2021 (P.L. 115-232). Funds were appropriated under section 124 of the Continuing Appropriations and Ukraine Supplemental Appropriations Act for FY 2023 (P.L. 117-180). The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil.

Instructions for preparation of "EX" Letter of Offer and Acceptance (LOA) documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "EX" LOAs will be fully expended and cases will be reconciled and closed no later than two months before the funds cancellation date. See SAMM Section C15.6. for complete closure guidance.
