Defense Security Cooperation Agency Policy Memorandum 23-22, Assignment of Program Code "NY" to track Fiscal Year 2023/2024 Two-Year Operations and Maintenance Funding provided for the Ukraine Security Assistance Initiative [SAMM E-Change 629]

Program code "NY" is assigned to track the Fiscal Year (FY) 2023/2024 Ukraine Security Assistance Initiative (USAI). USAI activities are authorized under section 1250 of the National Defense Authorization Act (NDAA) for FY 2016 (Public Law (P.L.) 114-92), as most recently amended by section 1241 of the NDAA for FY 2023 (P.L. 117-263). Funds were provided under Section 8110 (Division C - Department of Defense Appropriations Act, 2023 of the Consolidated Appropriations Act, 2023 (P.L. 117-328)). The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil.

Instructions for preparation of "NW" Letter of Offer and Acceptance (LOA) documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "NW" LOAs will be fully expended and cases will be reconciled and closed no later than two months before the funds cancellation date. See SAMM Section C15.6. for complete closure guidance.
