Defense Security Cooperation Policy Memorandum 24-50, Assignment of Program Code "KA" to track Fiscal Year 2024/2025 Two-Year Operations and Maintenance Funding provided for the Ukraine Security Assistance Initiative [SAMM E-Change 699]
Program code "KA" the Fiscal Year (FY) 2024/2025 Ukraine Security Assistance Initiative (USAI). USAI activities are authorized under section 1250 of the National Defense Authorization Act (NDAA) for FY 2016 (Public Law (P.L.) 114-92), as most recently amended by section 1241 of the NDAA for FY 2024 (P.L. 118-31). Funds were provided under Title I of the Ukraine Security Supplemental Appropriations Act, 2024 (H.R. 8035)). The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil.
Instructions for preparation of "KA" Letter of Offer and Acceptance (LOA) documents are found in the SAMM, Table C15.T5. Standard notes applicable to Building Partner Capacity (BPC) programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "KA" LOAs will be fully expended and cases will be reconciled and closed two months before the funds' cancellation date.
