Defense Security Cooperation Policy Memorandum 24-64, Assignment of Semi-Permanent Program Codes "YB" and "YC" for 10 U.S.C. Section 332, Defense Institution Capacity Building, to Track Funding Beginning in FY25/26 to Support the Building Partner Capacity Long Term Solution [SAMM E-Change 710]

The semi-permanent program code "YB" is assigned to track funds under the authority of 10 U.S.C. 332 (Section 332) ("Defense Institution Capacity Building"). Program code "YC" is assigned for the same purpose to be used when Case Designators for "YB" are exhausted. The program codes support the Building Partner Capacity Long Term Solution. The policy in the attachment is incorporated into the DSCA SAMM at https://samm.dsca.mil.

Instructions for preparation of "YB" and "YC" Letter of Offer and Acceptance (LOA) documents will be provided along with the rest of the Building Partner Capacity Long Term Solution Guidance. Standard notes applicable to Building Partner Capacity (BPC) programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "YB" and "YC" LOAs will be fully expended, and cases will be reconciled and closed two months before the funds' cancellation date.
