Defense Security Cooperation Policy Memorandum 24-68, Assignment of Semi-Permanent Program Codes "WL" and "WM" for the Indo-Pacific Maritime Security Assistance Initiative, to Track Funding Beginning in Fiscal Years 25/26 to Support the Building Partner Capacity Long Term Solution [SAMM E-Change 714]

The semi-permanent program code "WL" is assigned to track funds under the authority of Section 1263 of the fiscal year (FY) 2016 National Defense Authorization Act (NDAA) (P.L. 114-92), as amended most recently by Section 1241 of the NDAA for FY 2022 (P.L. 117-81). Program code "WM" is assigned for the same purposes to be used when Case Designators for "WL" are exhausted. The program codes support the Building Partner Capacity Long Term Solution. The policy in the attachment is incorporated into the DSCA SAMM at https://samm.dsca.mil.

Instructions for preparation of "WL" and "WM" Letter of Offer and Acceptance (LOA) documents will be provided along with the rest of the Building Partner Capacity Long Term Solution Guidance. Standard notes applicable to Building Partner Capacity (BPC) programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "WL" and "WM" LOAs will be fully expended, and cases will be reconciled and closed two months before the funds' cancellation date.
