Defense Security Cooperation Policy Memorandum 24-90, Assignment of Semi-Permanent Program Code "LM" for 10 U.S.C Section 346, Distribution to Certain Foreign Personnel of Education and Training Materials and Information Technology to Enhance Military Interoperability with the Armed Forces to Track Use Beginning in Fiscal Years 25/26 [SAMM E-Change 732]
The semi-permanent program code "LM" is assigned to track the provision of training to International Military Students under the authority of 10 U.S.C. Section 346 (Section 346) ("Distribution to Certain Foreign Personnel of Education and Training Materials and Information Technology to Enhance Military Interoperability with the Armed Forces"). Establishment of a program code enables the accurate entry of Section 346 training data for International Military Students into the Security Cooperation Training Management System (SC-TMS) database. Without a Section 346 program code, Section 346 training recorded in SC-TMS will be inaccurately attributed to other unrelated training authorities. Accurate Section 346 data collection is necessary to meet Foreign Military Training Report or other Congressional reporting requirements. Use of SC-TMS database to record Section 346 training also provides an effective means for Department of Defense (DoD) schools to request Security Cooperation Office support for Leahy vetting of Section 346 students as required by 10 U.S.C. 362. The policy in the attachment is incorporated into the DSCA Security Assistance Management manual (SAMM) at https://samm.dsca.mil.
