This memorandum updates the SAMM and Financial Management Regulation based on amendments to references (a) and (b) that provide guidance on the different funding appropriations that may be used for Naval Small Craft Instruction and Technical Training School (NAVSCIATTS) costs. The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil.

NAVAL SMALL CRAFT INSTRUCTION AND TECHNICAL TRAINING SCHOOL COSTS
1. Add SAMM Section C10.6.3.11.
C10.6.3.11. Naval Small Craft Instructional and Technical Training School Costs. Naval Small Craft Instructional and Technical Training School (NAVSCIATTS) fixed costs may be paid from specific Navy appropriations (see DoD Financial Management Regulation (FMR). DoD 7000.14-R. Volume 15 Chapter 7, Paragraph 22.1.2.6.)
NAVAL SMALL CRAFT INSTRUCTION AND TECHNICAL TRAINING SCHOOL
1. Add to FMR Volume 15 Chapter 7:
22.1.2.6. Naval Small Craft Instruction and Technical Training School (NAVSCIATTS). NAVSCIATTS provides specialized instruction and technical training through formal courses of instruction or mobile training teams to friendly foreign military and other security forces related to naval small craft instruction and training and to increase professionalism, readiness, and respect for human rights. Section 1202 of the National Defense Authorization Act (NDAA) for Fiscal Year 2025 amended 10 U.S.C. § 352(e) to authorize the use of various appropriations to the Department of Navy for NAVSCIATTS operation and maintenance (including civilian pay and allowance), and School requirements for equipment, military construction, food, and food services. To avoid ADA violations, the Navy shall reference 10 U.S.C. § 352(e), for which appropriations the Navy must use for each area listed in the paragraph.
