Defense Security Cooperation Policy Memorandum 25-38, Assignment of Semi-Permanent Program Code "ZL" for the Taiwan Security Cooperation Initiative, to Track Funding Beginning in Fiscal Year 25 to Support the Building Partner Capacity Long Term Solution [SAMM E-Change 753]
The semi-permanent program code "ZL" is assigned to track funds under the authority of the Taiwan Security Cooperation Initiative as established in Section 1323 of the DoD Appropriations Act, 2024 (P.L. 118-159) with appropriation authority for Fiscal Year 2025 provided in the Full-Year Continuing Appropriations and Extensions Act, 2025 (H.R. 1968). The semi-permanent program code follows Building Partner Capacity Long Term Solution procedures. The policy in the attachment is incorporated into the DSCA SAMM at https://samm.dsca.mil.
Instructions for preparation of "ZL" Letter of Offer and Acceptance (LOA) documents are located in the SAMM, Chapter 15. Standard notes applicable to Building Partner Capacity (BPC) programs are found in the SAMM, Appendix 6, LOA Notes Listing.
