This policy establishes guidance for the reclassification of Title 22 Peacekeeping Operations (PKO) Africa and PKO-Global appropriations. It aligns with reference (a), which requires appropriations transferred via Interagency Agreement (IAA) be tracked according to the period of performance listed in the IAA.

Reclassifying Funds on Department of State Peacekeeping Operations Africa and Peacekeeping Operations Global

C15-Legacy.4.3.2.4. Office of Management and Budget (OMB) Circular A-11, Section 130, dated August 2022 imposed a requirement to track appropriations transferred via Interagency Agreement (IAA) by their period of performance. The period of performance is the period of time within which, by agreement of the parties, the requirements of the IAA will be fulfilled. Both the period of performance and period of availability should be included in the IAA and validated by DSCA and Department of State (State). Further, any Title 22 Peacekeeping Operations (PKO) Africa and PKO Global Building Partner Capacity (BPC) funds that are reclassified in place, meaning funds for which State exercised its authority to extend the period of availability to de-obligate and re-obligate funding, must be approved by State and coordinated with DSCA. All approved reclassifications in place will require an amendment to the IAA that updates the period of performance and a corresponding amendment to the relevant Letter of Offer and Acceptance (LOA) to update the associated line(s) period of performance. In support of a follow-on LOA amendment, and prior to presenting the IAA amendment for DSCA's countersignature, State will coordinate a memorandum of request with all appropriate stakeholders providing, at a minimum, operational impacts of the action as justification of this procedure. Further, State will also provide a new line of accounting for DSCA to process new funds. IAs must take action to return unused Title 22 PKO funds originally deposited into the FMS Trust Fund by March 1 of the fourth fiscal year following the period of performance expiration date specified in the IAA. This process is intended to allow State sufficient time to reprogram PKO funds into other initiatives and ensure funds are available for reallocation the year before their cancellation.
