1. - Program Description
 

DNNP.1.1. Purpose. Funds for Defense Nuclear Nonproliferation Activities are appropriated to the Department of Energy. The funding is available until expended. The Department of Energy entered into an agreement with the DoD for execution of the program to provide software and technical assistance to assist Benefitting Partners in advancing nonproliferation efforts.

2. - Program Specific Guidance and Restrictions
 

DNNP.2.1. The Department of Energy requested, through the Economy Act (31 U.S.C. 1535), that the Department of Defense provide software and services for the execution of the program. A memorandum of agreement was signed, with an end date of September 30, 2031, thus legally obligating the funds. The funds can be expended and will remain available for disbursements consistent with the purposes for which they were appropriated, notified to Congress, obligated, and expended.

3. - Program Key Stakeholders
 

DNNP.3.1. Department of Energy. The Department of Energy is responsible for oversight of the program.

DNNP.3.2. Defense Security Cooperation Agency. DSCA entered into the agreement with the Department of Energy and will manage the funds and ensure closeout of the program.

DNNP.3.3. Implementing Agency. The Implementing Agency (IA) develops the Building Partner Capacity (BPC) Letter of Offer and Acceptance (LOA) and executes the program per the scope in the memorandum of agreement.

4. - Program Planning
 

DNNP.4.1. The Department of Energy is responsible developing requirements for the program prior to entering into a memorandum of agreement with DSCA.

5. - Program CN Requirements
 

DNNP.5.1. The Department of Energy notifies the appropriate congressional committees prior to obligating funds to DSCA on a memorandum of agreement.

6. - Program Execution
 

DNNP.6.1. The Implementing Agency (IA) executes via Building Partner Capacity (BPC) cases to procure and provide defense articles and services. These programs are subject to the BPC case development guidance provided in Chapter 15-Legacy.

7. - Program Reporting Requirements
 

DNNP.7.1. Foreign Military Training Report. All training conducted under Defense Nuclear Nonproliferation is subject to inclusion in the annual Foreign Military Training Report (FMTR). See Section C10.21.2. for more information.
