Updates to the Program Codes for the Global Peacekeeping Operations Initiative (GPOI), Peacekeeping Operations (PKO) and Peacekeeping Operations African Peacekeeping Rapid Response Partnership (PKO/APRRP) programs, DSCA Policy 19-41 [E-Change 444]

Effective immediately, this memorandum updates the following GPOI, PKO, and PKO/APRRP program codes in Security Assistance Management Manual (SAMM) Table C15.T2 Building Partner Capacity (BPC) Programs and Authorities. These changes are required to accurately capture the funds' cancellation dates included in the project-specific 632(b) Memoranda of Agreement (MOAs) that utilize these appropriations. Many of these MOAs utilize the same source of GPOI or PKO/APRRP funds, but cite differing funds' cancellation dates.

Chapter 15 of the Security Assistance Management Manual (SAMM), DSCA 5105.38-M, requires Implementing Agencies to submit a copy of the 632(b) MOA and any amendments as part of the LOA package to Case Writing Division (CWD). CWD will return a case to the IA if the LOA package does not include the 632(b) MOA. The 632(b) MOA is an essential source document that CWD must have to determine the applicable case closure and fund source and availability notes for the LOA.

For each of the program codes listed above, CWD will create two Case Closure notes and two Fund Source and Availability notes to reflect the five year and nine cancellation date options. Attachment 1 provides sample language for Case Closure and Funds Source and Availability notes for CWD use.

The funds are subject to all the requirements and restrictions specified under Program Authority P.L. [CWD will create a hard coded citation for XXX-XXX] and Appropriation Authority P.L. [[CWD will create a hard coded citation for XXX-XXX, FYXX.] The funds carry the same time, purpose, and availability restrictions associated with funds source [insert obligation number]. Funds are available for expenditure until funds cancel at midnight on September 30, [CWD will create a hard coded year based upon a 5 year cancelation date for the appropriation, XXXX]. This is the only source of funding for costs associated with this LOA and funds are limited to the total estimated cost of this LOA. Neither DSCA nor the IA has other funds legally available to them for this requirement for any costs that exceed the value of this LOA.
