Security Assistance Management Manual Policy Memorandum 22-61, Mandatory Note for all "JU" (Joint Ukraine Multinational Program - Services, Training and Articles Rapid Timeline (JUMPSTART)) Letter of Offer and Acceptance [SAMM E-Change 595]

The purpose of this memorandum is to incorporate a new note to Letters of Offer and Acceptance (LOAs) with the program code "JU". In accordance with reference (a), program code "JU" is established for the JUMPSTART Fund for Foreign Military Sales (FMS) LOAs that are funded by donations from third party foreign countries.

This note is mandatory on all Foreign Military Sales LOAs with the program code of "JU" and implemented after the date of this memorandum. Additionally, this note must be included on future amendments and modifications if the note is not currently listed on the implemented LOA.

The policy memorandum E-change 595 in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil in appendix 6 - LOA Notes Listing.

"The Government of Ukraine, as Purchaser, is responsible for all costs associated with this LOA. Any entities other than the Government of Ukraine that may have contributed funding to this LOA are not responsible for its implementation, to include not being responsible for any potential cost increases associated with its implementation. In the event the actual costs of the defense articles and services provided on this LOA exceed the amount of funding provided as Cash-with-Acceptance at case implementation, the Government of Ukraine, as Purchaser, acknowledges its responsibility to pay those costs."
